Invitation to Submit Proposals for RFP-0260

The Inglewood Housing Authority invites and will receive proposals from experienced firms qualified to provide the “Inglewood Housing Authority’s Project-Based Vouchers Program,” as specified in this document.

The IHA is making up to fifty (50) PBVs available to property owners and developers through a competitive process in accordance with the requirements included within this Request for Proposals. Existing housing units are defined as units that existed on the proposal selection date and substantially comply with the housing quality standards. The units must fully comply with the housing quality standards before execution of the Housing Assistance Payment (HAP).

Priority will be given to projects with the following criteria:

  • New construction, rehabilitated, and already existing affordable housing projects located in the City;
  • Minimum of five (5) units;
  • Up to thirty (30) units and must be in compliance with 24 CFR 983.54;
  • Providing supportive services;
  • Building with the following minimum amenities:
    • Recreation room;
    • Onsite Management Office;
    • Tenant parking or near public transportation;
    • Onsite laundry facilities.

NOTE: Participation in the PBV Program requires compliance with Fair Housing and Equal Opportunity Requirements and Federal Labor Standards may be applicable to eligible projects.

Each proposal shall be completed and submitted in all particulars and must be enclosed in a sealed package addressed to the City of Inglewood, Purchasing and Contract Services Division, One Manchester Blvd., 8th Floor, Inglewood, CA 90301, with the designation of the project, “Inglewood Housing Authority’s Project-Based Vouchers Program” appearing thereon.

Proposals will be opened in public on February 23, 2026, at 5:00 p.m. (PST) in the Purchasing and Contract Services Division and will be announced then and there to all persons present. Specifications and other proposal documents for the above service are on the City’s PlanetBids portal.

The Inglewood Housing Authority (IHA) reserves the right to waive any irregularity within any proposal and to take proposals under advisement for a period of ninety (90) calendar days from and after the date proposals are opened and announced.

The following conditions and terms apply:

  • The IHA reserves the right to reject any or all proposals.
  • Attached are detailed specifications and conditions for proposal submission.
  • You must execute your contract within ten (10) days after the IHA mails it. If the contract is not executed within ten (10) days, the IHA reserves the unilateral right to cancel it.
  • If any provision of the contract is violated, the IHA, after suitable notice, may cancel the contract and make arrangements to have the products and services supplied by others. The respondent will pay the IHA any extra cost.
  • Proposals may be obtained from the City’s PlanetBids portal at https://pbsystem.planetbids.com/portal/45619/portal-home.
  • All proposals with pricing must be for specific amounts. Any attempt to qualify prices with an ‘escalation clause’ or any other method of making a price variable, is unacceptable. Proposal shall be valid for ninety (90) calendar days from and after the date proposals are opened and announced.
  • The IHA reserves the right to add or subtract quantities and services based on the unit prices/unit lump sums indicated as its budgetary needs may require.
  • All requests for proposal documents can be located on the City of Inglewood’s Planet Bids Portal.
