The City of Inglewood invites and will receive proposals from experienced vendors qualified to provide the “Elderly Nutrition Program,” as specified in this document.Invitation to Submit Proposals for RFP-0239

Each proposal shall be completed and submitted in all particulars and must be enclosed in a sealed package addressed to the City of Inglewood, Purchasing and Contract Services Division, One Manchester Blvd., 8th Floor, Inglewood, CA 90301, with the designation of the project, “Elderly Nutrition Program” appearing thereon.

Proposals will be opened in public on March 19, 2025 at 11:00 a.m. (PST) in the Purchasing and Contract Services Division and will be announced then and there to all persons present. Specifications and other proposal documents for the above service are on the City’s PlanetBids portal.

The City reserves the right to waive any irregularity within any proposal and to take proposals under advisement for a period of ninety (90) calendar days from and after the date proposals are opened and announced.

The following conditions and terms apply:) The City Council reserves the right to reject any or all proposals.

  1. Attached are detailed specifications and conditions for proposal submission.
  2. Funding is contingent on the availability of funds.
  3. Respondents may review the following documents by contacting the Purchasing and Contract Services Division at (310) 412-5266, a) authorizing statutes; b) federal and state regulations; c) Federal Office of Management and Budget Administrative and Cost Policy Circulars; d) policy manuals and memoranda; e) reporting requirements and procedures and any other information that the Los Angeles County of Aging and Disabilities Department (AD) determines may be helpful to prospective Respondents. The Elderly Nutrition Program is grant funded in part by the AD, as well as a Community Development Black Grant Program, which is administered by the U.S. Department of Housing and Urban Development. Additionally, the program is subsidized by the City’s General Fund and donations.
  4. The AD reserves the right to make modifications after the proposal has been selected to assure that all necessary program requirements (nutrition) are covered before the contract is signed.
  5. You must execute your contract within ten (10) days after the City mails it. If the contract is not executed within ten (10) days, the City reserves the unilateral right to cancel it.
  6. If any provision of the contract is violated, the City, after suitable notice, may cancel the contract and make arrangements to have the products and services supplied by others. The respondent will pay the City any extra cost.
  7. Proposals may be obtained from the City’s PlanetBids portal at https://pbsystem.planetbids.com/portal/45619/portal-home.
  8. All proposals with pricing must be for specific amounts. Any attempt to qualify prices with an ‘escalation clause’ or any other method of making a price variable, is unacceptable. Proposal shall be valid for ninety (90) calendar days from and after the date proposals are opened and announced.
  9. The City reserves the right to add or subtract quantities and services based on the unit prices/unit lump sums indicated as its budgetary needs may require. The City may change the Meal Plans, specifications, character of the work, or quantity of work provided even when the total arithmetic dollar value of such changes, both additive and deductive, are in excess of twenty five (25) percent of the final contract price. No adjustment for the unit prices/unit lump sum will be made for the adjusted quantities or work. All additional units will be compensated for at the agreed rate as per the Respondent’s proposal.
  10. All requests for proposal documents can be located on the City of Inglewood’s Planet Bids Portal.
